oUR MANDATE
The Independent Institute for Communal Property Associations Development in South Africa (IICPADSA) is mandated to serve as the national guardian, developer, and enabler of Communal Property Associations (CPAs). Our mandate arises from the urgent need to address the persistent challenges faced by CPAs, restore land justice, and ensure the long-term sustainability of community landholdings across South Africa. Rooted in the Communal Property Associations Act, our mandate goes beyond compliance enforcement—it includes transformation, economic inclusion, governance support, and development strategy..
Our mandate extends across key functional areas:-
- Governance strengthening and regulatory support
- Education, capacity building, and knowledge dissemination
- Stakeholder coordination and national representation
- Project planning and shared enterprise development
- Monitoring and reporting on CPA progress and risks
